Talk: Davy Jones

The plot of At World's End is that Beckett is using Jones to destroy piracy. He's an assistant, a pet, a mongrel pup as he himself says. How is he the main villain? Also, how is he the secondary antagonist of the whole franchise when he's the main antagonist of more films than Beckett?
